JICA to help PH ease traffic congestion in Metro Manila

The economic cost of transportation in Metro Manila has risen to P3.5 billion a day, and the situation can get worse to P5.4 billion a day by 2035 if interventions will not be made.
Thus, the Metropolitan Manila Development Authority (MMDA) and the Japan International Cooperation Agency (JICA) are working together to identify and analyze traffic bottlenecks, develop a 5-year action plan that contains sustainable solutions on traffic management, and capacity enhancement under the Project for Comprehensive Traffic Management Plan for Metro Manila.
Economic cost of transportation, referring to vehicle operating cost and time cost spent by drivers and passengers along the road network in Metro Manila, was assessed under JICA’s Follow Up Survey on the Roadmap for Transport Infrastructure Development for Greater Capital Region (2017). The Updated Transport Roadmap is under review by the Philippine Government.
“Aside from investments in infrastructure building, JICA is also supporting the Philippines ease traffic congestion to help make urban areas like Metro Manila and surrounding areas more livable, and encourage investments into the Philippines, ”said JICA Chief Representative Yoshio Wada.
“Transportation, among other things, is an element that can help the Philippines sustain its growth and economic gains.”
This week, JICA and MMDA signed the Records of Discussion for the Technical Cooperation Project that will begin from 2019 until 2022. This Project aims to mitigate road traffic congestion on major corridors in Metro Manila.
The cooperation with MMDA will include dispatch of Japanese experts on road traffic management, traffic policy, and intelligent transport system.
The project will also include partnerships with the road sector of all of the 17 local government units in Metro Manila.
Aside from traffic management, JICA is also supporting the Philippines’ development agenda under the “Build, Build, Build” program. This includes the 38 kilometer North-South Commuter Railway for Malolos-Tutuban and the 25 kilometer Metro Manila Subway connecting Mindanao Avenue to FTI in the south and further to the Ninoy Aquino International Airport, among others to further address traffic gridlock and attract more investments.
