The posh Ayala Alabang in Muntinlupa City has been declared a drug-cleared barangay and its barangay hall as drug-free workplace by the Philippine Drug Enforcement Agency (PDEA) and other government agencies after undergoing thorough assessments.

The certifications were issued during a simple ceremony at the Ayala Alabang Village covered court attended by Dangerous Drugs Board (DDB) Asst. Sec. Ma. Belen Matibay, lawyer Arly Agtay of the PDEA legal office, Muntinlupa police chief Senior Supt. Gerardo Umayao, Muntinlupa Drug Abuse Prevention and Control Office (DAPCO) chief Florocito Ragudo, Councilor Lester Baes, Barangay Ayala Alabang Chairman Ruben Baes and Ayala Alabang Village Association (AAVA) president Amador Bacani.
Barangay Ayala Alabang, with a population of about 20,000, is the first barangay in Muntinlupa to be declared drug-cleared.
The certification declaring Ayala Alabang as drug-cleared barangay was signed by Regional Director Ismael Fajardo of PDEA-National Capital Region, Muntinlupa Mayor Jaime Fresnedi and Umayao.
Under DDB’s Board Regulation 3 issued last year, a barangay must meet the following criteria to be declared drug-cleared: non-availability of drug supply; absence of drug transit/transshipment activity, clandestine drug laboratory, clandestine drug warehouse, marijuana cultivation site, drug den, dive or resort, drug user/dependent, drug protector/coddler or financier; active participation of barangay and Sangguniang Kabataan in anti-drug campaign; and existence of drug awareness program, and voluntary and compulsory drug treatment and rehabilitation processing desk.
Agtay told Manila Bulletin in determining that a barangay has no drug user, there should a certain period wherein no drug user was apprehended and no anti-illegal drug operation was conducted in the area.
