The Philippine National Police (PNP) on Monday released a consolidated data showing a decrease in the number of reported shooting incidents involving motorcycle-riding suspects (MRS) all over the country.

Latest data from the PNP's Crime Information Reporting and Analysis System (CIRAS) showed a total of 433 shooting incidents were recorded in 17 weeks, or an average of 25 cases per week. The period covered by the report was from April 17, 2018 to August 13, 2018.
This is significantly lower from the earliest recorded data of the PNP showing 2,206 cases in 44 weeks, or 50 shooting incidents per week from December 7, 2016 to October 10, 2017.
"We look at this problem as a serious concern. Although malaki ang ibinaba (there's a big decrease in the volume), meron pa rin nabibiktima (there are still persons being victimized). Isa itong concern ng (This is one concern of the) PNP that's why we're doing everything to address this issue," said PNP chief, Director General Oscar Albayalde.
The PNP was heavily criticized because of the rise of 'riding-in-tandem' killings in President Duterte's drug war, with some speculating that cops themselves are behind it.
The PNP has repeatedly denied these allegations.
Albayalde's predecessor, retired General Ronald Dela Rosa, even ordered a 'war against motorcycle-riding suspects' on October 11, 2017 to address the public's concern.
Where are the culprits?
Despite the decrease in the number of reported shooting incidents involving MRS, the PNP could only do so much to prevent them from committing crimes again.
It's because out of the 1,481 MRS in the country, who are the subject of monitoring from October 11, 2017 to August 6, 2018, only 83 of them were actually arrested (5.60 percent) while 14 were killed in police operations (0.95 percent).
A total of 1,384 MRS are still on the loose -- 864 (62.43 percent) of them remain unidentified while 520 (37.57 percent) were identified.
Just last Saturday, two Chinese men were shot dead by motorcycle-riding gunmen near the headquarters of the Manila Police District (MPD) and National Bureau of Investigation (NBI) along Taft Avenue corner United Nations Avenue in Manila.
The suspects are still not caught as of this writing.
"Talagang yung riding-in-tandem walang pinipili even before the Duterte administration. Ang daming foreigner na napapatay perpetrated by motor-riding suspects (Even before the Duterte administration, these riding-in-tandem criminals are already operating and they spare no one. A lot of foreigners were also killed perpetrated by motor-riding suspects)," said Albayalde.
"What we're doing is we're trying everything para maiwasan ito (to prevent these ). Maraming police interventions para ma-lessen itong incidents ng mga MRS (We have a lot of police interventions to lessen the incidents involving MRS)," he added.
Just last August 1, the PNP launched "Clean Rider" campaign as part of its preventive measures.
Albayalde also reminded the men on the ground to intensify the police visibility and checkpoint operations.
