President Duterte has publicly scolded more than a hundred erring policemen in Malacañang, saying the country would be safer if they were in jail or dead.

In his profanity-laden speech during the presentation of the 102 policemen from Metro Manila and nearby provinces, a fuming President branded the rogue cops as “salot sa lipunan” or the plague of society.
"Kayong doon sa may kaso, huwag na kayong mag-bail. Huwag ninyo akong sisihin. Huwag na kayong magpiyansa, magtiis kayo diyan sa loob. Mas safer ang Pilipinas kung nasa loob kayo. O kung hindi, patay kayo ," Duterte told the cops in the 10-minute dressing down at the sprawling Palace grounds.
"Wala kayong silbi para sa akin. Salot kayo sa lipunan ," he added.
Some policemen presented to the President have been accused of involvement in criminal activities such as kidnapping, rape, robbery and extortion, and illegal drugs.
Others cops were facing raps for grave misconduct, neglect of duty, non-appearance in court duties, absence without leave, and irregularity in the performance of duty.
Of the 102 cops, 87 belong to the National Capital Region Police Office, seven come from Region 3 or Central Luzon and another eight from Region 4A or CALABARZON.
Duterte said he intends to review the cases of the erring policemen and assign a special team to neutralize them if they make another mistake.

Duterte described the errant policemen as "criminals" and "dogs," wondering how they managed to enter the Philippine National Police (PNP). He said the police force was only open to persons with love of country and sincerity to serve the public. He also lamented that these rogue cops were destroying the police institution tasked to keep law and order in the country. Duterte admitted that he would have wanted to hit the erring cops but decided otherwise due to the presence of other police officials at the Palace. Before ending his speech, the President told the cops to continue to stand outside until he completes his other meeting inside the Palace. Duterte was set to meet top police and military officials for a command conference in Malacañang.
