Aklan governor, spouse face charges of SALN

By Czarina Nicole Ong Aklan Governor Florencio Tumbocon Miraflores has been slapped with four breach of conduct charges before the Sandiganbayan Second Division due to the anomalous declarations made in his Statement of Assets, Liabilities and Net Worth (SALN). (MANILA BULLETIN) (MANILA BULLETIN) He was slapped with violations of Section 8 of R.A. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees alongside his wife, former Ibajay Mayor Ma. Lourdes Martin Miraflores in the charge sheets filed by Graft Investigation and Prosecution Officer III Rachel T. Cariaga-Favila. The Miraflores couple reportedly failed to declare in their 2006, 2007, 2008 and 2010 SALN several personal properties. These include their P6,160,000 investments in the Rural Bank of Ibajay, Inc., one Isuzu Elf with plate number RDJ867, one Mazda pick-up with plate number FCW954, one Nissan Safari wagon with plate number TTF447, and a Kawasaki motorcycle with plate number 062810. Their bail bond has been set at P120,000 each -- P30,000 per breach of conduct charge. Under Section 8 of R.A. No. 6713, public officials and employees have an obligation to accomplish and submit declarations under oath their assets, liabilities, net worth and financial and business interests including those of their spouses and of unmarried children under 18 years of age living in their households.
