MWSS chairman, administrator slapped with breach of conduct complaint

By Czarina Nicole Ong A complaint has been filed before the Office of the Ombudsman Tuesday against Metropolitan Waterworks and Sewerage System (MWSS) Chairman Franklin Monteverde and Administrator Reynaldo Velasco since they refused to divulge public information when asked for it by a private individual. The complaint was for violations of R.A. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, R.A. 9485 or the Anti-Red Tape Act of 2007, and Executive Order No. 2 - series of 2016, which is the executive order on freedom of information. Javellana said that he sent a letter request to Monteverde and Velasco on July 7, 2017 requesting for copies of the latest rate rebasing submittals of Maynilad Water Services Inc. and Manila Water Inc. But when asked for a follow-up to the letter, the complainant encountered some problems. He made several phone calls to the office of Monteverde and Velasco asking for updates but to no avail. During a public hearing conducted by the MWSS at Novaliches, Quezon City, the said officials were asked about the letter but refused to say anything. "Respondents have neither replied to our request nor provided us with the requested documents. Such actions of the respondents are in a clear violation of several laws," the complaint read. "Obviously, they want to cover up the corruption0ridden rate rebasing of the water concessionaires," it added.
