Cebu Port Authority officials charged with graft

By Czarina Nicole Ong Former and incumbent Cebu Port Authorities have been charged with graft before the Sandiganbayan Second Division due to the anomalous purchase of motorcycles back in 2006. (MANILA BULLETIN) (MANILA BULLETIN) Former General Manager Angelo Camacho Verdan, former Deputy General Manager Dennis Rabaya Villamor, former Acting Manager of the Internal Control Department, former Finance Division Manager Elizabeth Suarez, and former Canvasser Owen Dominic Roma were accused of violating Section 3(e) of R.A. 3019 or the Anti-Graft and Corrupt Practices Act by Assistant Special Prosecutor III Jorge B. Espinal. Engineering Services Department Manager Mario Gerardo Tan, Port Management Department Manager Oscar Jingbao Lopez, Legal Affairs Department Manager Yusop Jerdeleza Ucking were likewise charged with the same offense. On December 18, 2006, the officials acted with gross inexcusable negligence by conspiring with one another and giving unwarraned benefits to Drei Bikes Trading and Marvin Andrei Ursal by awarding the contract for the procurement of three units of second-hand motorbikes, which amounted to P465,000. However, they pushed through with the purchase despite several irregularities and violation of R.A. 9184 or the Government Procurement Reform Act. These were the absence of public bidding, the resort to the alternative method of shopping even if the purchase price exceeded the threshold amount. At the same time, the accused certified and approved the liquidation documents despite incompleteness of the supporting documents, to the damage and prejudice of the government. Their bail bond was set at P30,000.
