In the early 70’s, Philippine agriculture was hampered by the absence of adoptable technologies that would benefit our farmers. Seeing this predicament, Arturo Tanco, then minister of the Ministry of Agriculture, recommended the creation of a Presidential Executive Panel that would review the state of agricultural research in the country.
The result was dumbfounding. Despite the substantial amount spent by the government for agricultural research, the same was found to be fragmented and unresponsive to national development. Central planning, coordination, facilities, trained manpower, and effective dissemination of research results were found to be wanting.
Inspired by Tanco’s intrepid and venturing spirit, the government realized the need for a national research coordinating agency, hence the creation of the Philippine Council for Agricultural Research (PCAR) on November 10, 1972, by virtue of Presidential Decree No. 48.
Subsequent to the creation of the agency was a series of changes in its mandates as inspired by the trust that it has forthwith gained after a brief span of its existence. From its basic task on agricultural concerns was the gradual expansion of its mandates to cover natural resources in 1975 by virtue of Presidential Decree 864. With this, the council was renamed Philippine Council for Agriculture and Resources Research (PCARR).
Having once more expanded its mandates to include development function in 1982, the council was renamed Philippine Council for Agriculture and Resources Research and Development (PCARRD).
In 1987, with the reorganization of the National Science and Technology Authority (NSTA) under Executive Order No. 128, the council’s mandates were further strengthened. Under Section 13, it was renamed Philippine Council for Agriculture, Forestry, and Natural Resources Research and Development.
As such, the council was made responsible for the formulation of strategies, policies, plans, programs, and projects for science and technology development; programming, and allocation of government and external funds for research and development; monitoring of research and development projects; and generation of external funds.
Following these changes was the consolidation of the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) and the Philippine Council for Aquatic and Marine Research and Development (PCAMRD) on June 22, 2011, pursuant to Executive Order No. 366. With this, the council was renamed as the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD).
Today, PCAARRD takes the lead in charting a concerted and focused R&D to achieve the best results in the country’s agricultural landscape. For the national network of government and higher education institutions involved in crops, livestock, forestry and environment, fisheries, soil and water, marine resources, and socio-economic R&D, PCAARRD has been a byword not only in terms of resources but also a valued source of policies, plans, and programs for science and technology-based R&D.
The brilliance of PCAARRD’s stewards, both past and present, leaves an imprint of excellence, worthy of the tagline Tatak PCAARRD. The tagline was coined a couple of years ago to underscore the council’s stature as a leader of innovation in the agriculture, aquatic, and natural resources sector.
Such excellence depicts not only that of PCAARRD as a council but also the illustrious careers of its fine stewards in the persons of Dr. Joseph C. Madamba (1972-1978), Dr. Jose D. Drilon Jr. (1978-1981), Dr. Ramon V. Valmayor (1981-1990), Dr. Cledualdo B. Perez (1991-1994), Dr. William D. Dar (1994-1997), Dr. Beatriz P. del Rosario (Officer-in-Charge,1998), Dr. Patricio S. Faylon (1999-2015), and Dr. Reynaldo V. Ebora (2015-present).
PCAARRD likewise owes its prominence to the outstanding legacies of Dr. Rafael D. Guerrero lll (1988-2009) and Mr. Cesario R. Pagdilao (2009-2011), former executive director and officer-in-charge of PCAMRD, respectively.
In its continuing bid to achieve excellence in AANR innovations, PCAARRD espouses partnership and cooperation with various international, regional, and national organizations, and other funding institutions. These partnerships provided the much needed impetus in terms of human resource development and training, technical assistance, and exchange of technologies and information, which are crucial to national innovation.
As PCAARRD celebrates its 7th anniversary on June 22, 2011, it commits itself to a sustained dynamic leadership in the pursuit of excellence in AANR innovations so that science and technology, with its seemingly boundless frontiers, will truly be a blessing to our people.
