Civil disturbance management units showcase skills in PNP's national competition

Twelve civil disturbance management (CDM) units today showcased their skills as the Philippine National Police (PNP) conducted this year's National Civil Disturbance Management Competition held at the Quirino Grandstand in Manila.

PNP chief Director General Oscar Albayalde, in a statement, said the competition was aimed at "testing the operational readiness, equipage, competency and capability of all PNP CDM contingents in dealing with and responding to mass actions and public disturbance."
Police Deputy Director General Ramon Apolinario, who represented Albayalde in the competition, said among the highlights of this year's competition was "taking into consideration the importance of human rights in responding to civil disturbances."
Despite the PNP's order to always practice maximum tolerance during mass protests, demonstrations and even commemoration of special days, clashes between police and protesters sometimes result in injuries.
The competition was also held to assess the readiness of the PNP's CDM units in the upcoming 120th year commemoration of the Philippine Independence Day on June 12 and the State of the Nation Address (SONA) of President Duterte scheduled on July 23.
Competition
The CDM units had to undergo the three stages of the competition, namely: graded inspection, demonstration and problem-based scenario.
In the graded inspection, the CDM units' completeness in terms of equipment, uniforms and support elements were tested.
In the demonstration stage, a company-size of each participating CDM units had to complete the eight basic CDM formations. It includes the column, single line, double line, unbrella, wedge, double wedge, arrow and box formations.
Lastly, the problem-based scenario enabled the units to respond and apply what they think was the most appropriate formation and procedures in dealing with a mass protest from mock activists.
The CDM units' performances were evaluated based on the parameter and criteria provided in the Police Operational Procedures (POP) and rules established by appropriate regulations, Albayalde said.
Meanwhile, it was the first time that the CDM units of PNP-Special Action Force (SAF), Central Luzon Police Regional Office (PRO-3), Calabarzon Police Regional Office (PRO-4A), Philippine Army (PA), Philippine Air Force (PAF), and Philippine Air Force (PAF) participated in the competition.
The winners of the competition would be announced during the PNP flag-raising ceremony tomorrow, June 4.
