CHED: Only 78 of 107 LUCs eligible for free higher education for AY 2018-2019

By Merlina Hernando-Malipot The Commission on Higher Education (CHED) announced that only 78 out of the 107 LUCs were given recognition and are eligible for Free Higher Education which will be fully implemented starting this Academic Year (AY) 2018-2019. Prospero De Vera III, in a statement, announced that the Commission – during its en banc meeting on February 13, 2018 – has approved the inclusion of 78 LUCs to be eligible to accept students who will avail of free tuition and other school fees under Republic Act 10931 or the Universal Access to Quality Tertiary Education Act (UAQTEA) of 2017. (RTVM / MANILA BULLETIN) As defined, LUCs are “educational institutions established by local government units through an ordinance and other enabling acts.” De Vera said not all LUCs are recognized by CHED. As of March 12, CHED data showed that only 78 LUCs “have undergone institutional and program evaluation” by CHED since 2017. De Vera said the LUCs are “given two years to comply with all other institutional and program requirements to be part of RA 10931” and “failure to do so will result in their exclusion from the list of LUCs under RA 10931.” In the National Capital Region (NCR), only two LUCs were recognized by CHED: the Pamantasan ng Lungsod ng Maynila and Pamantasan ng Lungsod ng Muntinlupa. Other eligible LUCs included in the list are the Ilocos Sur Community College, University of Eastern Pangasinan, Binalatongan Community College, and Urdaneta City University in Region 1; Mabalacat College, Baliuag Polytechnic College, Bulacan Polytechnic College, City College of Angeles, City College of San Fernando, Pampanga, Eduardo L. Joson Memorial College, Guagua Community College, Kolehiyo ng Guiguinto, Kolehiyo ng Subic, Limay Polytechnic College, Norzagaray College, Pambayang Dalubhasaan ng Marilao, Polytechnic College of Botolan, and Polytechnic College of the City of Meycauayan in Region 3; Balian Community College, City College of Calamba, Colegio de Montalban, Colegio ng Lungsod ng Batangas, Dalubhasaan ng Lungsod ng Lucena, Kolehiyo ng Lungsod ng Lipa, Laguna University, Pambayang Kolehiyo ng Mauban, San Mateo Municipal College, Trece Martires City College, Antipolo Institute of Technology (AiTech), Tanauan City College (TCC), Pamantasan ng Cabuyao (PNC), Dalubhasaan ng Lungsod ng San Pablo, and City College of Tagaytay (CCT) in Region 4; Community College of Manito, Ligao Community College, Baao Community College, Calabanga Community College, Caramoan Community College, City College of Naga, Daraga Community College, Libon Community College, Oas Community College, Polangui Community College, Rapu-Rapu Community College, San Jose Community College, Sorsogon Community College, Donsol Community College (DCC), San Pascual Polytechnic College (SPPC), Aroroy Municipal College (AMC) and Governor Mariano E. Villafuerte Community Colleges in Region 5; Iloilo City Community College (ICCC), Passi City College, Libacao College of Science and Technology, and Bago City College in Region 6; Buenavista Community College, Carcar City College, Sibonga Community College, and Trinidad Municipal College in Region 7; Maasin City College in in Region 8; Zamboanga del Sur Provincial Government College (ZdSPGC) in in Region 9; Pangantucan Bukidnon Community College (PBCC), Magsaysay College, Initao College, Gov. Alfonso D. Tan College, Northern Bukidnon Community College, Opol Community College, and Tagoloan Community College in Region 10; Kapalong College of Agriculture, Sciences and Technology (KCAST), Governor Generoso College of Arts, Sciences and Technology (GGCAST), Monkayo College of Arts, Sciences and Technology, and Kolehiyo ng Pantukan (KNP) in Region 11; Glan Institute of Technology, Makilala Insitute of Science and Technology in Region 12, Hinatuan Southern College in Caraga; and Baco Community College and City College of Calapan in MIMAROPA. Meanwhile, the remaining 29 LUCs will not be benefiting from the Free Higher Education after failing to meet the requirements set by the CHED for recognition. De Vera, in an earlier interview, noted that students in LUCs that were not recognized by CHED or those who are not included in the list of eligible LUCs may not avail of the Free Higher Education. Thus, they will have to pay for tuition and other miscellaneous fees this coming AY. Those LUCs who were unable to meet the deadline for the accreditation by CHED will be excluded in the list of schools, colleges and universities that will be covered by the RA 10931. “The Commission will issue the next batch of qualified LUCs in time for the opening of classes in 2019-2020,” De Vera said. Meanwhile, De Vera assured that CHED will “continue to monitor and evaluate the program offering of the LUCs and assist them as needed to ensure that they will provide quality education to students.” This coming June, the UAQTEA will be fully implemented in all state universities and colleges (SUCs) and CHED-recognized LUCs wherein all Filipino undergraduates enrolled in public universities and colleges will no longer pay tuition and other fees – subject to admission and retention policies of the institutions. The RA 10931 was signed into law by President Duterte on August 3, 2017. It will provide free higher education (tuition, miscellaneous and other fees stated in the law) in SUCs and select LUCs, Tertiary Education Subsidy (TES), free Technical-Vocational Education and Training (TVET) for those enrolled in state-run Technical Vocational Institutions, and a Student Loan Program.
