Mayor of Orion defies OMB suspension order DILG, PNP to act on barricades

By Mar Supnad Orion, Bataan – The provincial officer of the Department of the Interior and Local Government (DILG) sought police assistance yesterday to serve the nine-month suspension order issued by the Office of the Ombudsman (OMB) against Mayor Antonio “Tonypep” Raymundo over a string of administrative charges. DILG provincial officer Myra B. Moral and her team were supposed to serve the suspension order last Friday but were prevented from doing so by barangay tanods (village watchmen) and municipal hall marshals barricaded the entrance to the mayor’s Office. “We could do nothing because of the presence of several tanod and marshal so we sought police assistance to implement the Ombudsman order to prevent any untoward incident,” Moral told The Manila Bulletin. As of press time yesterday, the DILG officer said her team and the Municipal Police Station (MPS) were waiting for guidelines from higher ups on how to go about serving the suspension order since tension was high at the Municipal Hall. “We will destroy the padlock of the mayor’s officer and will enforce the order if they provide us authenticated document about the suspension. Di pwede yang harang-harang (Those barricades won’t do),” said a police officer who requested anonymity. “Actually, we  had supposedly served the suspension order last December but Raymundo, through the Municipal DILG appealed to us to defer it for the sake of Christmas,  but now they were barricading us,” lamented Moral. Based on the seven-page decision signed by Ombudsman Conchita Carpio Morales on Sept. 27, 2017, the OMB ordered the nine-month suspension of Raymundo without pay. The case stemmed from the complaint of Carmelita Waje, municipal budget officer, who filed the case against Raymundo for “conduct prejudicial to the best interest of the service, grave  abuse of authority and grave misconduct and gross neglect of duty.” The OMB decision found Raymundo guilty of oppression for refusing to give Waje’s representation and transportation allowance (RATA). It however dismissed the cases of grave misconduct and gross neglect of duty.
