DOLE, TESDA issue guidelines for enterprise-based training under EBET law

The Department of Labor and Employment (DOLE) and the Technical Education and Skills Development Authority (TESDA) have formalized the guidelines for implementing the Enterprise-Based Education and Training (EBET) Framework Act, strengthening industry-driven skills development to enhance Filipino workers’ employability.

DOLE Secretary Bienvenido Laguesma and TESDA Director General Jose Francisco “Kiko” B. Benitez signed the Implementing Rules and Regulations (IRR) of Republic Act No. 12063 at the TESDA Auditorium on Feb. 28.

In a statement Tuesday, March 11, Laguesma said the IRR establishes a structured collaboration among TESDA, enterprises, and technical-vocational education and training (TVET) institutions to ensure workforce readiness and equip workers with industry-relevant skills.

“The prompt issuance of this IRR underscores the executive branch’s commitment to working closely with the legislature in providing Filipino workers every opportunity to gain new skills and competencies,” he said.

Benitez described the EBET Framework Act as a “landmark, transformative law that allows us to keep pace with the evolving job market here and abroad,” noting that the IRR was crafted through a judicious process involving TESDA and industry stakeholders.

Signed into law by President Ferdinand “Bongbong” Marcos Jr. in November 2024, the EBET Framework Act expands enterprise-based training, strengthens industry participation in curriculum development, and enhances on-the-job training and apprenticeship programs.

The initiative aligns with the Philippine Development Plan and the Philippine Labor and Employment Plan 2023-2028, supporting national job creation efforts through enterprise-driven training strategies.

With the IRR now in effect, DOLE will work with TESDA and industry partners to implement policies that strengthen workforce training and ensure a seamless transition from education to employment.
