More anomalies revealed in TUPAD scam probe — Bello
Department of Labor and Employment (DOLE) Secretary Silvestre Bello III has slammed the irregularities on the implementation of the agency'sTulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers or TUPAD program as more complaints surfaced in the past days.

"The Department does not condone these kinds of irregularities, especially those concerning the deprivation of the rightful assistance due to the beneficiaries," Bello said in a statement on Monday, Sept. 20.
"We have always been mindful of the welfare of our TUPAD beneficiaries who belong to the vulnerable and marginalized sector, who come to DOLE for immediate relief/assistance, especially during this time of pandemic," he added.
According to Bello, his office has been receiving reports on various violations such as a cut on the wages to be received by the beneficiaries, misrepresentation in the identity of the beneficiaries, collection of unauthorized fees, presence of ghost beneficiaries, and non-implementation of the project.
The Department is currently investigating complaints on alleged anomalies in the implementation of TUPAD in the second district of Quezon City after beneficiaries in two barangays there claimed that they are being paid short of their supposed salary.
The labor chief also noted that the agency has been paying the wages through remittance service providers or digital platforms to ensure that it goes directly to beneficiaries, but there are still individuals who continue to take advantage.
"It is very sad that some public officials, government employees, and other entities, who have been tapped to partner with DOLE in the provision of programs and services and are supposed to take care of our clients, are the ones who are taking advantage for their personal gain," Bello said.
DOLE already institutionalized the guidelines on the disposition of complaints through its Administrative Order 118-21 issued last May to ensure that violators will be penalized based on existing laws and pertinent rules and regulations.
Bello earlier mentioned that the Department will file a case of qualified theft or estafa against those behind the anomalous implementation of TUPAD once the probe is finished.
"We enjoin everyone to be vigilant against various modus operandi for these fraudulent acts to be curtailed and the perpetrators be brought to justice. Let us unite and let us work together to suppress these forms of corruption," he emphasized.
