PRO-13 conferred institutionalized status in PGS implementation
CAMP RAFAEL C. RODRIGUEZ, Butuan City – The Police Regional Office-13 was conferred the institutionalized status in their implementation of the Performance Governance System (PGS) and received the most coveted Gold Eagle Award in Camp Crame in Quezon City, on Monday, June 26.

Sermonia, acting Philippine National Police deputy chief for administration, led the conferment ceremony with Mel Senen Sarmiento, chairman of the National Advisory Group for Police Transformation and Development (NAGPTD), and Police Brig. Gen. Victor V. Arevalo, Director of the PNP Center for Police Strategy Management (CPSM). In his acceptance speech, Labra thanked Department of the Interior and Local Government Secretary Benjamin Abalos Jr., chief PNP Police Gen. Benjamin C. Acorda Jr., former PRO-13 directors, the CPSM family, NAGPTD, RAGPTD, Technical Working Group-13, Regional Police Strategy Management Unit-13, and PRO-13 personnel. “This institutionalized status of PRO-13 is a symbol of the collective efforts of the dedicated men and women and supportive stakeholders who have worked diligently,” Labra said. “I am truly fortunate to have led and worked with such an exemplary group of individuals,” Labra added. After months of hard work and thorough preparations, PRO-13 hurdled the pre-audit from Feb. 23 to 24, entrance briefing on Feb. 28, document audit from March 20 to 24, impact validation from May 9 to 12, exit briefing on May 31, and unit revalida on June 8. Among the breakthrough results of PRO-13 under the PGS were reduction in the regional average monthly crime rate, increase in the number of police activities rendered to tourism, increase in regional crime clearance efficiency, increase in regional crime solution efficiency, percentage fill-up of mobility and investigative equipment, percentage fill-up of small arms, and a high percentage of standard police stations. The satisfaction trust index administered by Dr. Adrian M. Tamayo, through the Mindanao Development Authority (MinDA) survey, yielded a high satisfaction rating for PRO-13. “This conferment ceremony is not a culmination but rather a stepping stone to greater responsibilities and opportunities to ensure the sustainability of the PNP PATROL Plan 2030,” Labra said, adding: “Our lower units from provincial police offices down to municipal police stations shall also put their best foot forward to pass the institutionalization stage.” Institutionalization, the last stage of the PGS pathway, validates breakthroughs resulting from a unit's transformation with tangible and highly visible impacts on its stakeholders and looks at strategic initiatives that have contributed to such results.
