The comment made by Philippine National Police (PNP) Officer-in-Charge Lt. Gen. Vicente Danao Jr., on the pro-administration rallyists did not sit well with the Commission on Human Rights (CHR).

During an interview, Danao said that he will have "no problem" with rallyists who chant support.

“Kung ang isisigaw mo naman eh ‘Mabuhay si Bongbong Marcos,’ eh ‘di ilalapit pa kita siguro, wala tayong problema ‘ron. (If you will shout, 'Long live Bongbong Marcos,' I will let you go nearer, we won't have a problem)," Danao said.

However, Danao also commented against those rallyists who wish to criticize and urged them to reflect on the "human wrongs" committed during protests.

"Eh kayo nga kapag nagsasalita kayo kung saan-saan nire-respeto nga natin eh, tapos ‘pag ko-caution-an kayo sasabihin niyo na naman, in the guise of human rights. Puro na lang tayo human rights, how about ‘yong human wrong na ginagawa ninyo? (Those of you who speak out, we respect you, but when we try to caution you, you will fire back in the guise of human rights. We are always shouting human rights, but what about the human wrongs you are committing?)" he said.

CHR Executive Director Jacqueline Ann de Guia said the commission noted Danao's concern in keeping the inauguration orderly. But the CHR, she said, stressed the primacy of upholding human rights.

"The freedom of speech, of expression, and the right of the people peaceably to assemble are guaranteed rights under the 1987 Constitution. These rights are meant to be enjoyed by all -- regardless of whether they express dissent or support, may it be spoken or in any other form," De Guia, a lawyer, said.

She said the CHR reminds rallyists -- both pro and anti -- that rights entail obligations, and the exercise of one's rights must never lead to violence or harm.

"As a law enforcement agency, we hope that the PNP continues to uphold their mandate of serving the people and protecting human rights of all at all times," De Guia said.

"As fellow duty bearers, CHR reminds our government leaders and authorities that criticism or dissent is part of a vibrant and functioning democracy. CHR, on its part, will continue the work to protect and promote the human rights agenda," she added.
