Davao City councilor alarmed by injuries caused by kite strings on coastal road

DAVAO CITY – A Davao City councilor raised concerns over reported safety incidents involving kite strings on the Davao City Coastal Road and warned that recent cases pose a serious risk to motorists and commuters.
Councilor Jessica Bonguyan, chairperson of the Committee on Public Works and Highways, cited in a privilege speech on Tuesday, April 28, viral social media reports where a rider was injured by kite lines stretched across or near the busy highway. Reports said this was not the first time as another account involved a couple who also reportedly suffered similar injuries.
"These accounts indicate that these are not isolated incidents, but recurring safety concerns that demand the city's attention," Bonguyan said.
Bonguyan said the road is a major thoroughfare frequently used by motorists, motorcycle riders, public utility vehicles, and private commuters, many of who travel at speeds up to 60 kilometers per hour.
At such speeds, the councilor warned, minor obstructions can quickly escalate into serious accidents, as drivers and riders have very limited time to react, increasing the likelihood of collisions or injuries.
While kite flying is a lawful and culturally recognized recreational activity, Bonguyan said that safety risks emerge when such activities are conducted near highways.
"Kite flying, in itself, is not the issue… but when this activity extends into or dangerously near an active roadway, it ceases to be harmless recreation and becomes a real hazard to public safety," she said.
Bonguyan said that she is not calling for a ban on kite flying but greater awareness and responsibility among residents, especially in areas near major roads.
The councilor urged the public to report similar hazards or incidents through the Davao City Reports Hotline of the City Information Office, noting that community vigilance could help prevent future accidents.
"Public safety is a shared responsibility," she said. "It is not carried by the government alone, but by every citizen who chooses awareness over indifference and responsibility over neglect."
