Veteran customs lawyer reinstated as head of BOC-NAIA port
A veteran customs lawyer has returned as the district collector of the Bureau of Customs (BOC) at the Ninoy Aquino International Airport (NAIA) port, it was revealed Friday, Oct. 31.
Lawyer Yasmin O. Mapa was promoted to Customs Collector VI and has been reappointed as the head of BOC-NAIA port effective Oct. 28.
A seasoned customs official, Mapa first led the NAIA port in 2023 where she spearheaded several modernization and capacity-building initiatives. In July 2025, she was replaced by lawyer Alexandra Lumontad.
After three months, she has returned to her former post with a mandate to sustain reforms in customs operations and trade facilitation at the country’s main international gateway.
Just last April 15, Mapa led the Training on ATA Carnet which gathered customs officers and trade partners to enhance understanding of temporary import and export procedures. The event was supported by the Philippine Chamber of Commerce and Industry (PCCI) and the Japan International Cooperation Agency (JICA).
The BOC said that Mapa’s leadership in promoting knowledge exchange and procedural clarity has earned her recognition among industry stakeholders.
In October 2024, Mapa represented the BOC at the Global Logistics Conference (GLC) organized by Expeditors Philippines, where she underscored the Bureau’s role in shaping trade facilitation policies and advancing customs modernization.
