An interim report from the Independent Commission for Infrastructure (ICI) hinted that former Ako Bicol party-list representative Zaldy Co could have received cash-filled luggages from other sources aside from the 1st district engineers of the Department of Public Works and Highways (DPWH)- Bulacan.
Citing testimonies from former Bulacan assistant district engineer Brice Hernandez, who admitted taking kickbacks from anomalous flood control projects, ICI said several luggages believed to contain cold cash were discovered in Co’s purported residence in Pasig City.
According to ICI, the discovery happened in the first quarter of 2025, when Hernandez made his last delivery of luggages allegedly containing the kicbkacks or payoffs.
ICI said this was the instance when Hernandez found out that Co’s residence in Valle Verde in Pasig was “only exclusively used as a storage of the cash deliveries made to Cong. Co".
“There was no furniture inside, only pieces of luggage coming from different sources,” ICI said.
During previous Senate hearings, Hernandez claimed he and his boss, former DPWH district engineer Henry Alcantara, had delivered luggages to Co through his aides.
But unlike the ICI report, Hernandez did not mention that there were "other sources" of luggage delivered to the ex-congressman.
He said he made deliveries of luggages containing money to Co four to five times in 2022, three to four times in 2023, and five to six times in 2024.
