'Ba't kami nadamay dyan?': PH Navy denies Guteza under its protection
The Philippine Navy denied on Thursday, Oct. 30, that it has in its custody retired soldier Orly Regala Guteza amid questions on whether or not he lied when he presented himself as a witness in the Senate investigation into flood control projects.
It was Guteza, a retired sergeant of the Philippine Marine Corps, who claimed to have delivered bags of money to the house of former House speaker Martin Romualdez.
He initially sought protection from the Senate but later decided to withdraw his request as he emphasized that he could protect himself.
But as more people began doubting his credibility, starting when a lawyer denied signing the affidavit that he read in the Senate, Guteza could no longer be contacted.
“The Philippine Navy emphasizes that Mr. Orly Regala Guteza has been retired from the Philippine Marine Corps since June 30, 2020. As a retired serviceman, he no longer falls under the administrative authority of the Philippine Navy,” said Navy spokesperson Capt. Marissa Martinez said in a statement.
“Any engagements or interactions he may have at present are undertaken in his personal capacity,” she added.
Martinez issued the statement after former Quezon City Rep. Mike Defensor was quoted saying that Guteza is under the protection of the Philippine Marines, which is under the Philippine Navy.
It was Defensor who allegedly presented Guteza to Sen. Rodante Marcoleta.
“It must also be made clear that Mr. Orly Regala Guteza is not under the protection of the Philippine Marine Corps, which has no involvement in his personal affairs,” Martinez said.
“The Philippine Navy remains committed to its mandate as a professional and non-partisan organization, dedicated to upholding national sovereignty and serving the Filipino people with honor and integrity,” she added.
