'From the beginning': Villanueva reiterates opposition to flood control projects amid ICI case referral

Senator Joel Villanueva said on Wednesday, Oct. 29, that Senate records will show his opposition to flood control projects "from the very beginning", following the Independent Commission for Infrastructure's (ICI) recommendation to file charges against him and several other lawmakers before the Office of the Ombudsman (OMB).

In a statement, Villanueva added that he was the one who raised questions about their implementation.
“Nevertheless, records of the Senate will show that I have been against flood control projects from the very beginning. I was the one who exposed and questioned these flood control projects that have not been implemented,” he said in a statement.
He said that he will wait for the official referral of the Independent Commission for Infrastructure (ICI) to the OMB before taking further legal action.
“We will wait for a copy of the official referral of the ICI to the Ombudsman. My lawyers will study the basis of my inclusion in the ICI's referral. We will await the action of the Ombudsman and file our answer,” Villanueva said in a statement.
Villanueva also cited the testimony of sacked Department of Public Works and Highways (DPWH) Bulacan District Engineer Henry Alcantara, who stated that the senator had no knowledge of the flood control projects.
“Alcantara also consistently testified that I know nothing about the flood control projects. All these, at the proper time, will prove my innocence,” he added.
The ICI has recommended the filing of charges against Villanueva, Senator Jinggoy Estrada, former Ako Bicol Party-list representative Zaldy Co, and former Caloocan 2nd District representative Mitch Cajayon-Uy for their supposed involvement in anomalous flood control projects.
The body has also recommended charges against Commission on Audit (COA) Commissioner Mario Lipana and former Department of Public Works and Highways (DPWH) undersecretary Roberto Bernardo.
