New law upgrading Camarines Sur community college is special for Migz Villafuerte

The newly-signed law converting the Baao Community College (BCC) into the Rinconada State College (RSC) in Camarines Sur hits home in a good way for the province's 5th district congressman, Migz Villafuerte.
The BCC was established by the late Government Reorganization Minister Luis Villafuerte over two decades ago when he was still Camarines Sur governor. He was Rep. Villafuerte's grandfather.
It was started by the late ex-governor Villafuerte on June 19, 2000 as a provincially-managed college.
“The BCC’s conversion into the RSC will mean more funds for school infrastructure and additional financial benefits for the teacher and administrative personnel of this newly upgraded educational institution,” Rep. Villafuerte said.
He says the RSC is envisioned to become a premier institution for graduate, undergraduate, and short-term courses on science and technology (S&T), education and other fields of study in the province and the rest of Bicol.
President Marcos recently signed Republic Act (RA) No.12294, which upgraded the BCC to the RSC, and enabled this newly-established state college to not only keep its mother campus in Baao but to also establish other campuses elsewhere in the province.
During his own tenure as governor, Rep. Villafuerte was cited by the Commission of Higher Education (CHEd) for putting up the most number of community colleges in the country. He built community colleges in the municipalities of Libmanan, Tinambac, Garchitorena, Siruma and Caramoan.
There are over 35,000 student-beneficiaries in Camarines Sur of the various scholarship and educational assistance programs of the provincial government.
Under RA No.12294, the RSC shall primarily provide advanced education, higher technological and professional courses, and training programs in science and technology, education and other related fields of study.
The RSC shall also undertake research and extension services, and provide progressive leadership in its areas of specialization.
It shall offer short-term technical-vocational, undergraduate, and graduate courses within its areas of competency and specialization in the fields of science and technology, education, and other degree courses, as determined eventually by the RSC Board of Trustees.
In case the RSC Board decides to later on put up a College of Education, RA No.12294 authorizes the RSC to adopt public elementary and secondary schools to serve as pilot centers for innovative teaching and learning strategies and approaches.
The new law was pricipally authored by Rep. Villafuerte and his father, then-Camarines Sur 2nd district Rep. LRay Villafuerte in the previous 19th Congress. The latter is the current governor.
