The Independent Commission for Infrastructure (ICI) has formally invited Senator Mark Villar to attend its hearing on alleged anomalous flood control projects next week.
Villar is expected to be quizzed on matters regarding the Department of Public Works and Highways (DPWH).
Villar served as head of the agency from 2016 to 2021—the time when many "ghost" and substandard projects were approved.
ICI Chairman retired Supreme Court (SC) associate justice Andres Reyes on Thursday, Oct. 2, sent the body's formal request to Villar so he may appear and "testify under oath" in its hearing set on Oct. 7.
According to Reyes, Villar must "discuss and shed light relative to the planning, budgeting, execution, supervision, and monitoring of flood control and other infrastructure projects under your jurisdiction during your tenure as secretary of the DPWH, which is the subject matter under inquiry/investigation by the Commission."
Villar is the second former DPWH chief invited to the ICI hearing after Manuel Bonoan. Bonoan was the agency head from June 2022 until he was replaced by Vince Dizon on Sept. 2, 2025.
Bonoan was the first individual to attend the ICI hearing when it was launched on Sept. 19.
