And the crackdown begins: 205 driving schools face closure, 88 more LTO officials in trouble for various anomalies

At least 205 driving schools are facing closure while 88 local officials of the Land Transportation Office (LTO) are in hot water over various anomalies that include non-appearance issuance of theoretical and practical driving certificates, amid the aggressive crackdown against those involved in illegal activities.

LTO chief, Assistant Secretary Vigor D. Mendoza said the 88 heads of the agency’s district offices will be issued with Notice to Explain (NTE) why they either tolerated or did not act on the anomalies involving the driving schools within their respective areas of responsibility.

Among the violations of the driving schools were tampering with their access to the Land Transportation Management System (LTMS) to upload more Theoretical Driving Course (TDC) and Practical Driving Course (PDC) certificates for their clients more than the daily limits set by the LTO, issuing PDC and TDC certificates despite non-completion of the required hours, and non-appearance issuance of the PDC and TDC certificates.

Both the TDC and PDC certificates are major requirements in applying for a driver’s license.

“We already issued a warning before that we have zero tolerance on wrongdoings because what is being compromised here are the lives of road users,” said Mendoza.

Last month, more than 100 driving schools were suspended for various offenses relating to anomalous issuance of TDC and PDC.

Mendoza explained that Department of Transportation Secretary Vince Dizon has already expressed support to run after those involved in all forms of anomalies in the agency.

The LTO has virtually launched a crackdown against erring personnel and individuals and entities engaged in wrongdoings since last week.  

On Friday, June 6,  Mendoza announced that around 40 heads of LTO district offices were asked to explain why they should not be punished over the illegal transfer of ownership of motor vehicles confiscated in police operations.

The following day, Mendoza disclosed that the LTO will be issuing SCOs against 160 medical clinics for non-appearance issuance of medical certificates to applicants for driver’s license.

“Our aggressive campaign against these people will continue. This should serve as a stern warning to those who are still engaged in these kinds of illegal activities to do the right thing, otherwise, we will run after you,” said Mendoza.
