Marcos: Serve public better using technology


President Marcos has urged all public servants to utilize latest technologies and innovation to improve public service.

"It is an opportunity now for us to rethink, to innovate, and serve our people better through technology,” Marcos said.

The President made the statement during the ceremonial presentation of the signed Memorandum of Agreement (MOA) on the Philippine Civil Service Digital Leadership Program in Malacañan Palace on Thursday, April 24.

He welcomed the completion of the first batch's training in Singapore, as he commended the Private Sector Advisory Council (PSAC) and its partners for making the program possible.

He said it was in June 2023 when the PSAC Digital Infrastructure Sector Lead proposed the Philippine Civil Service Digital Leadership Program.

On Feb. 14, 2025, PSAC announced the collaboration among various stakeholders that led to the drafting of the MOA.

“Now, the early results of this initiative have come to fruition,” Marcos said.

This month, the first batch of dedicated participants—including 30 representatives from the Civil Service Commission (CSC)—completed their pilot training in Singapore, the President further said.

They returned equipped with essential knowledge on digital leadership, citizen-centric design thinking, and data-driven decision-making to help modernize public service delivery.

Marcos said between now and 2027, Phase 2 of the program targets to train at least 10,000 civil servants.

"Equipped with the necessary skills and a renewed vision for public service, these civil servants will then be catalysts in leading the digital transformation of our bureaucracy from within," Marcos said.

The Chief Executive thanked the partners from the CSC, the National University of Singapore’s Institute of Systems Science, and the PSAC through the Private Sector Jobs and Skills Corp. for working on the initiative.

He also expressed gratitude to visionary partners like the Temasek Foundation, SM Group, and Ayala Group for their invaluable support and commitment to advancing public sector transformation.

“This collaboration brings us closer to realizing our shared aspiration of building a modernized public sector workforce,” the President said.

The program aims to strengthen digital leadership competencies among mid- to senior-level officials across the Philippine bureaucracy. It equips civil servants with the skills necessary to lead digital transformation within their agencies, fostering a more innovative, citizen-centered, and efficient government.

The program delivers world-class learning experiences that develop a cadre of digital champions in government, empowered to drive reforms, enhance service delivery and support the country’s broader digital transformation agenda.
