DAVAO CITY – Several Davao City councilors, including Councilor January Duterte, stood out for their exemplary performance, demonstrating dedication to governance through their numerous resolutions and ordinances, the most recent performance report covering legislative accomplishments from January to August 2024 said.

According to the report, Councilor Duterte, wife of this city’s first district representative, Paolo Duterte, made a significant impact as a sectoral representative, setting herself apart with her contributions.

On the other hand, several councilors exhibited limited involvement during the legislative period, the report said.

The report said Councilor Duterte’s active involvement highlighted her dedication to grassroots development and addressing barangay-level issues.

Leading the list of high achievers was Councilor Diosdado Angelo Junior Mahipus, who sponsored 186 resolutions and three ordinances. The report said his proactive approach to policy-making underscored his commitment to enhancing governance and public services.

Mahipus was followed by Committee on Education, Culture and Arts, and Science and Technology chairman Councilor Pilar Braga with 149 resolutions and 16 ordinances that advanced educational and cultural initiatives.

Councilor Duterte, the representative for the Association of Barangay Councils (ABC), authored 48 resolutions, co-sponsored two resolutions and five ordinances, and was lead proponent of 48 resolutions.

Councilor Duterte attended 12 sessions from January to June 2024, with one vacation leave, one special leave, and 11 official businesses. She had no absences in the period.

Councilor Jesus Joseph Zozobrado III, the city council floor leader, sponsored 67 resolutions and 61 ordinances that made him among the most active contributors.

Other councilors who made notable contributions were Jessica Bonguyan, Myrna Dalodo Ortiz, Augusto Javier Campos III, Luna Maria Dominique Acosta, Temujin “Tek” Ocampo, Conrado Baluran, and SK Federation president Kristine May John Abdul Mercado.

Councilors Wilberto Al-ag and Nilo Abellera Jr. were the least active. Al-ag sponsored two resolutions and co-sponsored eight resolutions and five ordinances. Abellera did not sponsor any resolution or ordinance and co-sponsored a resolution and one ordinance.

The report said despite the limited involvement, Al-ag and Abellera contributed to Davao City's legislative process, albeit on a smaller scale.

It also said that the varying levels of engagement reflect the strong leadership of some council members and the need for greater participation from others.

The achievements of councilors like Duterte, Mahipus, and Braga emphasize the importance of active legislative work in fostering the city's progress and addressing residents' needs, it added.

As the year progresses, the Sangguniang Panlungsod vowed to continue facing critical issues and said further contributions from all council members will be essential in maintaining this city’s progress.
