RTC orders PNP to still hold Alice Guo in custody


Dismissed Bamban, Tarlac Mayor Alice L. Guo was allowed on Monday, Sept. 23, by the Pasig City regional trial court (RTC) to stay at the custodial facility of the Philippine National Police (PNP) at Camp Crame in Quezon City pending resolution of her motion to reconsider the custody urder. 

Earlier, the RTC had ordered the transfer of Guo from the PNP's custody to the Pasig City Jail Female Dormitory. Guo is under detention on arrest order issued by the House of Representatives on contempt citation.

However, Guo was transferred, also on Monday, Sept. 23, by the PNP to the Pasig City jail under the supervision of the Bureau of Jail Management and Penology (BJMP).

Based on the new development, it was not known immediately as of posting time if Quo has been returned to the PNP's custodial facility. 

Pasig City RTC Judge Annielyn B. Medes-Cabelis issued an order that held in abeyance Guo's transfer to the city's jail pending resolution of the dismissed mayor's motion for reconsideration.

“While this court already issued a Commitment Order dated 19 September 2024 directing the transfer of the custody of the accused-movant to the Pasig City Jail Female Dormitory, the Chief of the NCR CIDG Custodial Facility, Camp Crame, Quezon City is directed to hold in abeyance the transfer of the custody of the accused-movant pending resolution,” Judge Cabelis said in her order. 

Also, the judge ordered the PNP to bring Guo to the hearing on the motion set on Sept. 27, also the day set by the court for her arraignment and pre-trial.

The judge explained the hearing is meant to “aid the court in determining the veracity of the allegations of the accused-movant that there are threats on her personal safety and security” as well as to find out if “the Pasig City Jail Female Dormitory has the adequate security measures to safeguard the security and safety of the accused-movant and all Persons Deprived of Liberty currently committed at their jail facility….”

Guo and her co-accused are facing before the RTC charges of qualified trafficking in persons in violation of Republic Act (RA) 9208, the Anti-Trafficking in Persons Act of 2003, in connection with the criminal activities of Zun Yuan Technology Center, a Philippine Offshore Gaming Operator (POGO) in Bamban that was raided by authorities.
