Filipina with fake CFO certificate stopped from boarding flight to Japan


A Filipina, who confessed she got from a fixer her fake Commission on Filipino Overseas (CFO) certificate on Guidance and Counseling Program (GCP), was barred from boarding her flight to  Nagoya, Japan last July 13.

The GPC, which is a deterrent to mail-order spouse schemes and other trafficking ploys that use marriages, is a mandatory seminar of the CFO to educate Filipinos involved in intermarriages and interracial relationships. 

The Bureau of Immigration (BI) said the woman, whose name was withheld, claimed she was going to Japan to visit her husband and presented a Philippine Statistics Authority (PSA) marriage certificate and a certificate on GCP from the CFO.

“The barcoded confirmation on the GCP certificate cannot be scanned, and it was sent to the victim’s personal email address not thru the registered email address of the CFO,” Commissioner Norman Tansingco said. 

Due to the numerous inconsistencies pointed out to her, Tansingco said the woman eventually she admitted that the certificate was fake and that it was arranged by a local fixer who is in the business of recruiting and victimizing Filipinas. 

“Proliferation of fake CFO certificates will not succeed, as we rigorously monitor each issuance through a shared information system with the BI and the CFO,” Tansingco pointed out.
