Building a more inclusive world for persons with disabilities

National Disability Rights Week, observed annually from July 17 to 23, serves as a crucial platform to raise awareness and uphold the rights of persons with disabilities (PWDs). 

Crucial in this observance is how we integrate this sector into the mainstream of society so they can contribute their share in nation-building.

To attain this, a disability-inclusive development program is necessary. The government must continue its commitment to the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). This involves creating and enforcing laws that protect PWDs from discrimination, ensuring equal access to education, employment, and public services.

As part of the government’s compliance to its UN commitment, the Department of Social Welfare and Development (DSWD), through the National Council on Disability Affairs (NCDA), has been directed to lead, coordinate, and supervise the National Disability Rights Week. This includes identifying programs, activities, and projects for celebration. President Ferdinand R. Marcos Jr. issued the directive under Proclamation No. 597 that calls for the promotion of a rights-based approach to disability rights. 

To further advance the interest of PWDs, the government might want to visit the Work Opportunity Tax Credit (WOTC) and the Supplemental Security Income (SSI) programs of the United States and adopt them locally. The WOTC supports US businesses that employ individuals facing significant barriers to employment, like those with disabilities; while the SSI provides financial support to PWDs or older adults with limited income or no financial resources at all.

On the part of the private sector, it should come up with inclusive hiring practices. Private companies can actively recruit and hire PWDs; while the government must provide these businesses with WOTC-like programs or incentives like financial support.

It is also important for employers to provide reasonable accommodations to ensure PWDs can perform their jobs effectively. This may include accessible workspaces, assistive technologies, and flexible schedules. Companies can also raise awareness within their workforce and among customers. Highlighting the success stories of employees with disabilities, organizing workshops, and fostering an inclusive workplace culture are also good measures.

Each individual can contribute to this inclusive world for PWDs by learning about different disabilities, challenges, and strengths. Understanding promotes empathy and dispels misconceptions. It is also crucial that each one serves as an ally for PWDs. Advocating for accessible infrastructure, transportation, and public spaces; supporting local organizations working for disability rights; combating stereotypes and biases; and treating everyone with respect and kindness, regardless of ability, are vital in building an inclusive world for PWDs.

Serving as volunteers at disability-focused events, participating in awareness campaigns, and engaging in conversations that promote inclusion are small steps that would lead to the integration of PWDs in the mainstream of society.

With this in mind, we look forward to a collective effort toward a society where every individual, regardless of ability, enjoys equal rights, dignity, and opportunities. Together, we can build a more inclusive world.
