Malacañang orders implementation of Nat'l Security Strategy


Malacañang has directed the implementation of the National Security Strategy (NSS) that will enhance the country's ability to fight local and global challenges.

Executive Secretary Lucas Bersamin signed Memorandum Circular No. 75, adopting and directing the implementation of National Security Strategy 2024 in a move in line with a constitutional policy to maintain peace and order and protect life, liberty, and property as well as promote general welfare of the public.

Therefore, Malacañang ordered the National Security Council (NSC) to lead the implementation of the following:

  • Coordinate, collaborate and establish institutional partnerships with concerned government agencies and other stakeholders to ensure the implementation of the strategies set forth in the NSS, subject to existing laws, rules and regulations
  • Monitor and assess the implementation of the NSS 2024, and submit an annual report to the Office of the President, through the Executive Secretary, on the progress, emerging concerns and recommendations thereon, and
  • In coordination with the Presidential Communications Office, disseminate official copies of the NSS 2024 to all concerned government agencies, and undertake information and awareness campaigns on the plans and programs specified therein

Under the order, all concerned agencies and instrumentalities of the national government, including local government units and government-owned and -controlled corporations are directed; and the private sector is encouraged to undertake efforts in support of the implementation of the NSS 2024 and the plans and programs stipulated therein.

On Sunday, Dec. 22, NSC Adviser Eduardo Año already announced that President Marcos approved the NSS, which supports the administration's National Security Policy for 2023-2028.

It also has outlined 53 strategic directions and 393 actionable steps designed to safeguard the nation's sovereignty, protect citizens’ welfare, and promote peace and unity.

“The 2024 NSS prioritizes four key areas: human capital development, institution-building, efficient use of national power through diplomacy and defense, and fostering sustainable economic growth through resilience and legislative support,” Año said.

“This strategy is not only about defending borders. It’s about protecting the hopes and dreams of every Filipino family,” he added.
