Bulay receives Comelec awards in Dominican Republic


Commissioner and former Muntinlupa Councilor Rey Bulay personally received four awards won by the Commission on Elections (Comelec) at a ceremony in Sto. Domingo in the Dominican Republic. 

The Comelec bagged the prestigious Electoral Commission of the Year at the 20th International Electoral Affairs Symposium & Awards Ceremony organized by the International Centre for Parliamentary Studies (ICPS) in partnership with the Central Election Board of the Dominican Republic.

Bulay said he received the four awards on behalf of the Philippines, Comelec Chairman George Erwin Garcia and members of the Commission En Banc of Comelec.

These were the Electoral Commission of the Year, Electoral Ergonomy, Electoral Conflict Management and International Institutional Engagement. 

He said the Comelec won first place in the Electoral Ergonomy for two consecutive years. 

The Electoral Ergonomy refers to innovation in electoral systems. Comelec launched the Register Anywhere Project (RAP), a concept by Bulay, where voters could register anywhere and no longer have to go to their hometowns. 

The UK-based ICPS aims “to promote effective policy making and good governance through better interaction between Parliaments, Governments and other stakeholders in society.”
