Dismissed Mayor Alice L. Guo of Bamban, Tarlac was asked by the Bureau of Immigration (BI) to disprove the findings of the National Bureau of Investigation (NBI) that she is a Chinese national.
The directive was issued personally to Guo, who was present during the hearing of her deportation case at the bureau's main officers in Manila, by BI Board of Special Inquiry (BSI) Chairman Gilbert U. Repizo.
“I’m just giving them the opportunity to substantiate ‘yung allegation na mali ‘yung NBI,” Repizo said.
“We gave him 15 working days to challenge the NBI findings with expert testimony or opinion,” he also said.
The deportation case stemmed from the fingerprint examination conducted by the NBI which found that Guo and Chinese national Guo Hua Ping are one and the same person.
Alice Guo's lawyer Stephen David submitted a memorandum before the board that alleged that the conduct of the NBI’s examination was flawed.
In a talk to journalists, David reminded that the Philippine Statistics Authority (PSA) filed before the Tarlac City Regional Trial Court (RTC) a petition seeking to cancel the certificate of live birth (COLB) of Alice Guo.
He pointed out the BI should conduct the deportation proceedings once the court has ruled that the birth certificate is fraudulent.
“What if it says its original? That’s the predicament, right,” David said.
He said "unfair naman ‘yun na idedeport mo ang isang citizen of the Philippines (it is unfair to deport a Filipino citizen) to a foreign country,” he added.
