NBI arrests foreigner for ‘sex trafficking’


A foreigner allegedly engaged in sex trafficking of women has been arrested in Angeles City in Pampanga by agents of the National Bureau of Investigation (NBI).

The NBI identified the arrested foreigner as Shen Xianbin, a Chinese national, who has been charged with violations of Republic Act No. 9208, the Anti-Trafficking in Persons Act of 2003, as amended by RA 10364, the Expanded Anti-Trafficking in Persons Act of 2012.

The NBI said “the operation stemmed from information provided by a confidential informant regarding a Chinese national offering sexual services of women thru Telegram platform.”

“Digital surveillance conducted by NBI-Pampanga District Office (NBI-PAMDO) revealed the authenticity of the information and was discovered that Filipino women are being offered to foreigners for a fee ranging from P10,000 to P15,000 each for an overnight sex,” it said.

It also said that NBI-PAMDO agents posed as clients and was able to contact the Chinese national through Telegram where he sent pictures of women who were being offered for the sexual services.

After arranging a meeting, the NBI said the Chinese national delivered three women.

“Upon handing of the entrapment money, the operatives immediately arrested Subject Xianbin and rescued the trafficked victims,” it said.
