BI bars entry to PH of American sex offender


A convicted American sex offender was denied entry to the Philippines when he arrived at the Ninoy Aquino International Airport (NAIA) last Nov. 24.

The Bureau of Immigration (BI) identifed the American as Daniel Ruic Kimball, 64, who was booked immediately to the available flight to Japan, his last port of origin.

Immigration Commissioner Norman Tansingco said that Kimball was barred entry in line with Section 29 of the Philippine Immigration Act.

The prohibition in the law, Tansingco said is aimed at "protecting our children, anyone of whom can become the next victim of these sex offenders if they are allowed to enter the country."

He said that based on information from the International Criminal Police Organization (Interpol), Kimball had been convicted in his country in 2006 for sexually harassing or coercing a 27-year-old woman.

“It has been a standard procedure of courts and law enforcers abroad, especially in the United States, to require their citizens convicted of sex crimes to register with the authorities after they are released from jail or are granted probation,” Tansingco said. 

“This enables authorities to keep track of the movements and activities of these offenders, including their travels abroad...." he said.
