Remulla asks PNP-CIDG to address increasing cases of incestuous rape

Expressing alarm over the increasing cases of incestuous rape, forced sexual activity between family members, Justice Secretary Jesus Crispin C. Remulla urged the Philippine National Police (PNP) to come up with a program to address the problem.

During the 70th anniversary celebration of the PNP’s Criminal Investigation and Detection Group (CIDG) on Friday, Feb. 10, Remulla said that more than half of the persons in the government’s Witness Protection Program (WPP) are victims of incestuous rape.

“Kaya isa po itong pakiusap rin sa CIDG sana magkaroon po tayo ng programa tungkol po dito (So I ask this of the CIDG, I hope we can have a program to address this),” he said.

He noted that most of the suspects in incestuous rape are fathers and husbands who are breadwinners of the families.

“Sapagkat sila po ang breadwinner, kapag nagreklamo po ang bata na siya po ay ginagalaw, inaawat po ng nanay at hindi po nakakareklamo ang mga batang ito (Since the suspects are breadwinners, whenever a child complains about an abuse, the mother would be the ones to stop the filing of complaints),” he said.

Thus, Remulla appealed to the public to be vigilant. “Eto po ay isang pakiusap ko sa ating lahat na maging conscious tayo sa pangyayaring ito (This is an appeal for everyone to be aware of such incidents).”

“Sa mga communities, alamin natin kung may nangyayaring ganito at idemanda natin ng idemanda para matigil na po itong practice na ito (To the communities, find out if there are such incidents taking place and keep filing cases to put an end to such practice),” he urged the public.

Department of Social Welfare and Development (DSWD) records showed that from 2011 to 2016, the agency served a total of 2,770 incest victims out of 7,418 victims of sexual abuse.

The records also showed that most incest victims are girls between the ages of 14 and 17, and there were reported cases of those below five years old.
