The #MarcosCabinet: Clarita Carlos, National Security Adviser


Political scientist Clarita Carlos has been nominated by President-elect Ferdinand “Bongbong” Marcos Jr. to serve as the National Security Adviser (NSA) and director general of the National Security Council (NSC) of his incoming Cabinet.

Carlos is a retired professor of the University of the Philippines (UP), where she taught political science for 56 years.

From 1998 to 2001, she served as the first female and first civilian president of the National Defense College of the Philippines.

She also headed the Office of Strategic and Special Concerns of the Metropolitan Manila Development Authority (MMDA).

Carlos has also served as a political consultant to both chambers of Congress.

A graduate of UP, Carlos has a Bachelor’s degree in Foreign Service, and later a Master’s degree and a Doctorate in political science.

In terms of post-doctoral work, she was a Fullbright Visiting Fellow at the University of California at Los Angeles (UCLA) where she conducted studies on comparative foreign policy analysis and political psychology at Cornell University in New York.

During the 2022 election campaign season, she served as a panelist on the Kingdom of Jesus Christ-owned Sonshine Media Network International (SMNI) presidential debates, the sole debate attended by Marcos.

As NSA and director general to the NSC, Carlos will lead the collegial body–alongside the President who chairs the NSC–in assessing national security, domestic, foreign, and military policy; and advising the President on such.
