Independent minority solon Albay 1st district Rep. Edcel Lagman took to Twitter Tuesday, Dec. 13 to discuss a ccuriosity about him on the occasion of the 10th anniversary of the Reproductive Health (RH) Law.

Lagman is often referred to as the "father" of the RH Law, being a main author of the measure.
Also known as Republic Act (RA) No. 10354 or the Responsible Parenthood and Reproductive Health Act of 2012, the law provided universal access to methods on contraception and fertility control.
That Lagman has seven children--certainly not a small family--has "puzzled" observers when his connection to the RH Law is taken into account.
"Many are puzzled why I am the father of the RH Law, which promotes family planning, when I have seven children," Lagman wrote in a tweet.

"The RH law is not anti-children and having many children showed Cielo and me the rigors of raising a large family," he said, referring to his wife.

Enacted on Dec. 19, 2012, the RH Law is not all about birth or population control. It also contains provisions on sexual education and maternal care for the benefit of Filipinos.
One of Lagman's children is the newly-installed Albay Governor Grex Lagman.
The elder Lagman is president of the Liberal Party (LP).
