BuCor starts legal work on separate facility for heinous crime convicts

The Bureau of Corrections (BuCor) on Wednesday, Sept. 7, said it has started legal preparations for the transfer of persons convicted of heinous crimes to a secured and isolated place under Republic Act No. 11928.

RA 11928 lapsed into law last July 30. It seeks to ease the problem of congestion inside the penitentiaries managed by BuCor nationwide.

BuCor Deputy Director General Gabriel P. Chaclag said a technical working group (TWG) will be formed to start the drafting of the implementing rules and regulations (IRR) of RA 11928.

Chaclag said the TWG will be composed of representatives from BuCor and the Department of Justice (DOJ).

He, however, said that BuCor has formed a study group in preparation for the actual drafting of the IRR. He said the group is headed by Deputy Director General Milfredo M. Melegrito.

DOJ Secretary Jesus Crispin C. Remulla has been eyeing the reservation of the Sablayan Prison and Penal Farm (SPPF) in Occidental Mindoro as a site for the facility.

Also, Remulla said the same facility for heinous crimes convicts may be put up in BuCor’s penal farms in Leyte Regional Prison and San Ramon Prison and Penal Farm in Zamboanga City.
