It may take a year before we can travel internationally for leisure again, but a lot of domestic airlines, like Philippine Airlines, are resuming operations already following new developments as Metro Manila remains in General Community Quarantine (GCQ). PAL plans to expand operations in the coming weeks and months, especially this holiday, should aviation authorities and the general travel landscape observe a more reassuring public health condition.
The resumption of flights serves as a gradual recovery from the local airline industry’s unprecedented recession due to the Covid-19 pandemic, and will continue expanding both domestic and international route networks depending on passenger demands and the easing of travel restrictions in different countries.
The Inter-Agency Task Force, however, confirms that airlines should only accommodate air travel to and from regions under GCQ areas with valid purposes (work-related, recovery flights for OFWs, leisure travel in select GCQ areas, etc.), which is subjected to local government units’ (LGUs) approval and requires travel authority or pass issued from a police department from point of origin. International travel, on the other hand, is only allowed for overseas Filipino workers, foreign nationals, students studying abroad or participating in exchange programs, or resident visa holders for the time being.

Additional documents may also include medical certificate, barangay endorsement, certificate of employment, or identification card with address. It’s best to get in touch with the corresponding LGU of the place you’re trying to visit to ensure your eligibility for travel, as getting denied entry can be really stressful.
Take note that pregnant women and those with other medical conditions, like immunodeficiency and comorbidities, are prohibited, unless allowed under certain circumstances. You also need to be responsible in booking flights, and should keep track of sudden adjustments in schedules and status, and canceled flights by staying on top of travel advisories.
