The Manila Police District (MPD) identified the cop as Pat. Alvin Santos, detailed at MPD Sta. Cruz Station.

Meanwhile, police identified the slain victim as Joseph Marga, 32 and the injured as Mark Lester Quiñones, 28.

Based on the initial report from the MPD, the victims were on their way home around 2:45 a.m. in Barangay 106 in Tondo when the suspect approached and threatened to arrest them.

Police said that Marga told Santos that he was living in the area, but the latter reportedly "did not like the response" and shot at the victims.

The two were rushed to nearby hospital, where Marga was pronounced dead on arrival, while the suspect managed to escape.

Senior Inspector Henry Navarro, head of MPD's Homicide Unit, said the suspect was drunk "based on the allegations of the witnesses."

He added that the suspect voluntarily surrendered around 1:30 p.m. of Friday along Roxas Boulevard "after hours of negotiation" of the police with him. The latter will face homicide charges, Navarro added.

Recovered from the crime scene were police-issued two tone .9mm Beretta, one magazine loaded with 12 ammo, and two empty cartridges.
