Innovative programs by LGUs

During these times of uncertainty, we turn to leaders for vision to show that some good is to come.  There have been several who have stepped up and implemented innovations to make life better and more convenient in dealing with government offices.

One of those is the City of Valenzuela.  Led by Mayor Rex Gatchalian, the city implemented a 3S Plus in Public Service Program. When I saw the report, I wondered what the program was all about.  It appears that the 3S Plus Valenzuela City Online Services is an integration of online application, billing and payment of Business Permit, Real Property Tax, and Building and Construction Permit, and Certified True Copy of Assessor’s Office documents, and Birth, Death, and Marriage Certificates using only one log-in account. It’s a very good innovation by the city for the residents and business establishments.

The new online business solutions can be found in the Valenzuela City website – www.valenzuela.gov.ph. The program enables Valenzuelanos to easily apply for their business registration and pay taxes or fees along with the application or renewal of other necessary permits, bringing the actual application process virtually. One just has to click on the “3S Plus Valenzuela City Online Service” link, select the office, and select the transactions available for each one.  People who pay can also choose their preferred mode of online payment – Visa, Mastercard, JCB credit or debit cards, Bancnet or PayMaya – for paying the fees.

I went over the information materials of the city and it states that “the heart and soul of the system is the ‘Paspas Permit’ system for online Business Permit application.  What it is, is that it allows for the registration, assessment, billing and dues payment of business establishments. From filling out application forms, residents of the city can now have their application forms filled out online, receive assessment, upload requirements, and pay for the fees real-time. Upon confirmation, provisional business permit will be issued for as fast as ten (10) seconds and the entrepreneur can start his business immediately.”

After payment, a provisionary permit will be issued instantaneously through email. Delivery options are available through a couple of options, and can easily be selected after payment. After the online application, a post-audit assessment will be done to ensure that only compliant businesses subsist in the city.

As paying and monitoring of real property tax is crucial in starting and maintaining a business in Valenzuela, taxpayers can now enjoy a simplified payment procedure through the online portal. Just select the City Treasurer’s Office bar, then payment can be done in a breeze.

Likewise, requests for certified copies of tax declaration, tax mapping certificate, certificate of non-improvement, and appraisal of real property from the City Assessor’s Office can be done virtually through the same system, and can be delivered through the aforementioned delivery options.

Apart from the online business services, an online Certified True Copy of Birth, Death, and Marriage Certificate can also be requested through the online system. Requests for the certification of these documents can also be delivered. With this, taxpayers save time, money and effort throughout the process, while also benefiting City Hall employees in increasing their productivity.

What the city did was to use automation and technology in the entire business process.  I believe this is the way to go.  There have been other LGUs who have embarked on noteworthy innovations and in the coming weeks, I’ll be discussing their programs as a way to share the good programs being planned and implemented now to help make things more convenient for Filipinos.
