'Julian,' 'habagat' bring rains over Bicol, western Luzon


The outer rainbands of typhoon "Julian" (international name "Maysak") and the slightly enhanced southwest monsoon or “habagat” will bring some rains over Bicol and western Luzon in the next 24 hours.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) estimated the location of Julian at 760 kilometers (kms) east of Tuguegarao City before noon Sunday. It was packing maximum sustained winds of 140 kilometers per hour (kph) and gustiness of up to 170 kph.

The outer rainbands of Julian that are reaching the eastern part of Luzon may bring light to moderate rains over Albay, Camarines Norte, Camarines Sur, Catanduanes, Sorsogon, and Masbate. Occasional heavy rains may be felt in Catanduanes, the State weather bureau said.

Julian will also slightly enhance the southwest monsoon that will bring light to moderate rains to at times heavy rains over Pangasinan, Zambales, and Bataan.

PAGASA warned that flash floods and landslides may occur during heavy or prolonged rainfall especially in areas identified to be highly or very highly susceptible to these hazards.

The public and disaster risk reduction and management offices concerned were advised to monitor the thunderstorm and rainfall advisories and heavy rainfall warnings issued by PAGASA Regional Services Divisions for necessary precautionary measures.

PAGASA warned of moderate to rough seas over the coasts of Northern Luzon and eastern seaboards of Central Luzon, Southern Luzon, and Visayas due to the habagat and Julian. Those using small boats are prevented from setting sail over these waters.

Julian was barely moving Sunday morning, but PAGASA said the weather disturbance may gradually pick up pace and move north in the next few hours. The typhoon is still not expected to make landfall as it will turn north-northwest or northwest and exit the Philippine Area of Responsibility between Monday night and Tuesday morning.

While it hovers over the Philippine Sea, Julian is seen to continuously intensify within the next 24 to 48 hours, reaching peak intensity on Monday or Tuesday, PAGASA said.

By Monday morning, Julian is expected to be 655 kms east-northeast of Basco, Batanes, and 765 kms north-northeast of Basco or outside the PAR Tuesday morning.
