To contain the spread of coronavirus disease (COVID-19), the Paranaque City government launched on Friday an "all-in-one” technology-enabled delivery service for the pick-up, processing, and delivery of permits and licenses.
Mayor Edwin Olivarez said they are maximizing the use of technology and courier services to discourage physical or face-to-face transactions in accessing government services during the COVID-19 pandemic.
“This is also part of its e-governance program to ease doing business with the local government,” said Olivarez, during the signing of a memorandum of agreement with Keri Delivery Inc. to roll-out the program, a first for a local government unit in the country.
Dubbed as “all-in-one” courier service, the Keri application is designed to provide a new level of customer experience that is locally-developed in the Philippines.
Olivarez said that the public may avail of the “full concierge service” where physical transaction in city hall is completely dispensed.
“This is part of our strategic measures in dealing with the current situation as we find innovative ways to better serve the public,” the mayor said.
The service includes pick-up of documents, transmittal of picked-up documents to the appropriate office or department for processing, payment of fees and charges via manager’s check, and delivery of issued permits or documents back to client, according to lawyer Melanie Soriano- Malaya, chief of the Business Permit and Licensing Office.
Malaya said a special pick-up and request service is also available where clients may avail of on-demand and scheduled pick-up of documents.
“The program covers all types of government transactions such as business permits, locational clearance, building permits, and other government-issued documents,” Malaya added.

Earlier, the city government launched an online appointment system and online business application which primarily aims to reinvent the business registration process using available systems or applications to minimize physical interaction as they strictly implementing safety and health protocols.
