Malabon official lauded for pioneering research in public service


Malabon City Administrator Dr. Alexander Rosete was recognized for his dedication to research-driven public service by the De La Salle Araneta University (DLSAU) Alumni Association.

Rosete was awarded Outstanding Alumnus in the Research Sector during the DLSAU Grand Alumni Association Homecoming on January 25, for his contributions in shaping innovative policies and programs that benefit Malabon residents.

This is the second time that Rosete received the recognition from his alma mater, having received the Outstanding Alumnus in the Government Sector award in 2024, further underscoring the vital role of research in addressing societal challenges and improving public service.

“Research is not confined to academia; it is a vital tool for informed decision-making, policy formulation, and innovation,” Rosete said.

“As Lasallians, we must continue to champion research as a cornerstone of nation-building, illuminating solutions to complex issues and improving public engagement,” he added.

According to the Malabon Public Information Office, Rosete has led various studies in public housing, urban settlement, sustainable development, human resources, customer service, media literacy, process improvement, and innovation. His research has played a pivotal role in implementing initiatives that directly benefit the city’s residents.

One of his landmark contributions is the establishment of the City Housing and Urban Development Department (CHUDD) in July 2023 under Mayor Jeannie Sandoval’s administration.

The department has been instrumental in providing secure and quality housing for Malabon families.

As of January 2025, CHUDD has issued Certificates of Entitlement for Lot Allocation (CELA) to 478 families, granting them ownership of the land they reside on. Meanwhile, Malabon’s housing program continues to gain momentum, with 50 percent of the Libertad 1 Mid-Rise Housing Project (Building B) in Barangay Tinajeros already completed.

The project will soon provide 88 housing units, with three additional projects set to break ground later this year.

Aside from housing, Rosete’s research in media and information literacy has led to groundbreaking initiatives aimed at combating misinformation and enhancing public engagement.

The city government launched the Malabon Command and Communication Center, a real-time information hub for weather updates, emergencies, and city programs, alongside Malabon TV, a dedicated platform keeping residents informed about local developments.

His push for digital transformation has also led to the development of various applications aimed at improving public access to government services. These includes:

  • Malabon Tourism XP, an app showcasing the city's rich history and culture.
  • Electronic Business One-Stop Shop (eBOSS) for online tax payments.
  • Intelligent Tutoring System, which provides personalized student learning.
  • Let’s Connect TXTMJS, a platform that allows residents to communicate directly with local government offices.

Rosete credits the city’s progress to Mayor Jeannie Sandoval’s visionary leadership, emphasizing the importance of research in ensuring that government programs are responsive to the needs of Malabon’s residents.

“Bilang isang lingkod bayan, layunin natin na mas mapabuti pa ang pagbibigay ng serbisyo sa ating mga kababayan. Upang ating masiguro na tama at naayon sa pangangailangan ang ating nasisasagawang mga programa, mahalaga ang pagsasagawa ng pag-aaral, ng research dahil ito ang tutulong upang mas maunawaan natin ang ating responsibilidad at magawa ang ating serbisyo ng tama at dekalidad (As public servants, our goal is to further improve the delivery of services to our fellow citizens. To ensure that our programs are appropriate and aligned with the needs of the people, it is crucial to conduct studies and research. This will help us better understand our responsibilities and enable us to provide services that are both effective and of high quality),” he said.

He also stressed the importance of lifelong learning in governance, stating that to be an effective public servant, one must always seek knowledge, ask questions, and refine services for the people.

Rosete reaffirmed his commitment to ensuring Malabon’s continued progress.

“Under the leadership of our esteemed Mayor Jeannie Sandoval, my team and the entire local government of Malabon will never stop working to ensure the continuous progress of our city for everyone,” Rosete added.
