The Department of Labor and Employment (DOLE) is intensifying efforts to safeguard Filipino workers against potential job losses linked to the rise of artificial intelligence (AI) and automation.
According to the International Monetary Fund (IMF), 36 percent of jobs in the Philippines are at risk from AI, prompting DOLE to lead reskilling and upskilling initiatives aimed at helping the workforce adapt to technological changes.
Central to these efforts is the Philippine Development Plan (PDP) 2023-2028, which aims to cultivate an AI-responsive workforce while strengthening the nation’s globally competitive industries.
DOLE is also fostering strong partnerships between the government and the private sector to ensure workers remain competitive amid ongoing technological disruptions.
Acknowledging the global scope of AI’s potential impact, which could displace up to 72 million jobs worldwide, DOLE emphasized that the Philippines faces challenges similar to those encountered by other nations navigating this evolving landscape.
In response, the Philippine government has introduced the Philippine Digital Workforce Competitiveness Act, a crucial legislative measure designed to enhance digital skills and promote lifelong learning through TESDA and other programs.
Efforts are also underway to regulate the impact of AI and ensure its responsible adoption. Under the leadership of the National Economic and Development Authority (NEDA) and the President, the National Innovation Council is formulating strategies to ensure ethical AI implementation.
Noteworthy legislative actions include House Bill 9448, introduced by Quezon City Rep. Juan Carlo Arjo Atayde, which seeks to shield workers from AI-driven displacement, as well as House Bills 7913 and 7983, authored by Quezon Rep. Keith Micah-Tan, which aim to establish an AI Bill of Rights to safeguard workers from unethical AI practices.
With these comprehensive strategies, the Philippine government is preparing to navigate the challenges posed by AI, ensuring Filipino workers are equipped with the skills and protections necessary to thrive in the evolving labor market.
