'Napahamak sa vlog': LTO summons rider-vlogger in viral expressway stunt

A motorcycle rider is now facing either suspension or revocation of his driver’s license after he deliberately entered the South Luzon Expressway (SLEX) despite knowing that his motorcycle is not allowed under the existing rules. 

The Land Transportation Office (LTO) issued on Thursday, Sept. 12, a Show Cause of Order (SCO) against the motorcycle rider, a resident of Quezon City, using the video that he uploaded on social media through his vlog as strong evidence.

In the video, the motorcycle rider admitted that his motorcycle is only 250cc, way below the minimum 400cc requirement for a motorcycle to enter any expressway.

The rider said that he would just test if he would be able to enter the expressway—and he did.

After learning of the incident, LTO chief, Assistant Secretary Atty. Vigor D. Mendoza II said he immediately ordered an investigation which led to the issuance of the LTO signed by Renante MIlitante, head of the LTO-Intelligence and Investigation Division.

Mendoza said what the vlogger did was not only irresponsible but also dangerous since it may lead to endangering not only his life but also of other motorists traversing the expressway.

“This is clearly a blatant disregard of the rules and regulations in expressways. What the rider did was clearly proof of lack of discipline,” said Mendoza.

“This will now be the subject of the investigation on whether or not he will still enjoy the privilege of being issued with a driver’s license,” he added.

In the SCO, the rider was identified to be from Quezon City and the video he uploaded is now the piece of evidence that the LTO has in the conduct of the probe.

“As the identified Rider and Registered Owner of the identified Motorcycle, you are directed to show cause in writing why you should not be administratively charged for Disregarding Traffic Sign, Reckless Driving, and why your driver's license should not be suspended or revoked for being an Improper Person to Operate a Motor Vehicle in connection with the above-stated matter,” the SCO read.

The rider was also ordered to appear before the LTO Intelligence and Investigation Division, Law Enforcement Service on Sept. 16 and bring all the registration documents of the subject motor vehicle.

“Failure to appear and submit your written answer will compel this Office to resolve the matter based on the available evidence on record,” the SCO read.

The LTO also placed the driver’s license and Kawasaki 250 bearing Plate No. 428UDE under alarm pending the result of the investigation.
