DILG tells public: File complaints against erring barangay officials

Grievances against the alleged erroneous practices of barangay officials may be coursed through its Public Assistance and Complaint Center (PACC), the Department of the Interior and Local Government (DILG) said.

In a statement, the DILG told the public to contact the PACC at (02) 8925-0343 or send a message to [email protected] for inquiries, clarifications or complaints in barangay-related concerns.

Recently, a complainant sought clarification from the DILG if it is legal for the barangay to charge “blotter fees’’ without giving any official receipt.

The DILG also noted that funds or budget of the barangays should be allocated to “mandatory or statutory obligations.’’

Further, the DILG explained that the barangay should allocate 55 percent for personal services, 20 percent for development fund, 10 percent for the youth council, five percent for calamity fund, five percent for gender and development, one percent for the Barangay Council for the Protection of Children (BCPC).

The barangay should also set sufficient funds for the implementation of the Comprehensive Dangerous Drugs Act of 2002 costs and other expenses of the barangay peace and Order Committee.

On the part of the local government units (LGUs), the DILG explained that the primary responsibilities of their officials are the delivery of basic services, construction of public facilities, ensuring that laws are properly managed and implemented, preparing and adjusting the annual budget, ensuring that there is consultation and dialogue with residents and “ensuring that they walk in their constituencies are in accordance with law, regulation and other standards.’’
