4Ps party-list solon declared adopted son of Northern Samar, Samar


TACLOBAN CITY – 4Ps party-list Rep. and House Minority Leader Marcelino “Nonoy” Libanan has been declared an "adopted son" of Northern Samar and Samar.

The Northern Samar provincial board, through Resolution No. 285, commended Libanan "for his commitment to improving the lives of Nortehanons." 

Resolution No. 17-862-24 passed by the Samar provincial board recognized Libanan "for his exemplary contributions to the development of Samar." 

Both provinces credited Libanan for his assistance in securing much-needed national government development funding for important projects aimed at enhancing the living standards, social conditions, and economic opportunities for Samarnons. 

Libanan, a native of Eastern Samar province, introduced a House bill that seeks to establish the new Samar Island Region through House Bill No. 10727. 

The measure proposes to create an administrative region comprising the provinces of Northern Samar, Samar, and Eastern Samar. 

According to Libanan, the formation of this new region will unlock the full economic, agricultural, and tourism potential of Samar Island. 

Libanan represented the lone district of Eastern Samar in the House of Representatives for nine years, from 1998 to 2007, and was vice governor from 1992 to 1995. 

Officials from Eastern Samar have urged Libanan to run for congressman in the province in partnership with imcumbent Gov. Ben Evardone in the 2025 mid-term elections. 

Vice Gov. Maricar Goteesan, 13 provincial board members, 19 municipal mayors, and 19 Association of Barangay Captain presidents have signed separate manifestos expressing their support for the Libanan-Evardone teamup.
