Angara creates task force to review RPMS implementation, teachers’ workload


Education Secretary Sonny Angara has instructed the creation of a task force to review and study the implementation of the performance assessment and workload of public school teachers.

Angara signed Department of Education (DepEd) Memorandum No. 037 s. 2024, dated July 26, which establishes a task force dedicated to reviewing and studying the implementation of the Results-Based Performance Management System (RPMS).

“The task force will also assess teachers' workload and reportorial requirements, aiming to enhance efficiency and support for educators nationwide,” DepEd said.

The newly released memorandum states that the “review and assessment shall streamline, improve, and simplify processes and requirements of the performance management system, as well as the preparation of reportorial requirements for teachers.”

According to the memo, the Task Force will be composed of an Advisory Board and a Technical Working Group. It is expected to submit a “comprehensive policy recommendation” to Angara’s office within three months.

Earlier this week, Angara also signed a memorandum extending the deadline for the submission of School Year (SY) 2023-2024 performance ratings until September 2024, while deferring the implementation of the RPMS for all school-based personnel for SY 2024-2025.

Under the memorandum, the RPMS submission for SY 2023-2024 will be moved to September 15 for performance review and evaluation, and September 30 for performance rewarding and development planning.

“The adjustment was made to avoid consequences and possible grounds for disqualification from monetary and non-monetary performance-related incentives such as step increments, training opportunities, promotion, and educational support, among others,” DepEd said in a statement issued July 23.

DepEd explained that for SY 2024-2025, all RPMS-related activities at the school level shall be “deferred until further notice, including performance planning and commitment, monitoring, assessment, and evaluation of the school and individual personnel.”

Angara stated that this decision is in response to the need for teaching and non-teaching personnel to focus on preparations for the opening of classes for SY 2024-2025.

For non-school-based personnel in the DepEd Central Office, Regional Offices, and Schools Division Offices, the implementation of RPMS for FY 2024 will proceed as planned.
