“This is a serious allegation that universities are accepting foreign students and are being used as 'milking cows',” said CHED Chairman J. Prospero De Vera III in a statement.

CHED strongly urged concerned parties to formalize complaints with the necessary evidence against universities where an "influx" of foreign students, particularly Chinese nationals, has been reported.

In a statement issued on April 18, CHED confirmed a “significant number” of Chinese student enrollees in a private university in Cagayan.

“We will not hesitate to start an investigation and ensure that due process is observed for all involved parties,” De Vera said.

Meanwhile, CHED thanked Senator Francis "Chiz" Escudero and other legislators for raising concerns involving some Chinese students in Cagayan who are allegedly “paying substantial amounts of money to obtain academic degrees without fulfilling the necessary academic requirements.”

As this developed, CHED reaffirmed its commitment to ensuring that academic institutions under its "purview operate within the bounds of Philippine laws and regulations and in accordance with the nation's interests."
