The Civil Service Commission (CSC) maintained its position in the top government agencies with high approval and trust ratings, based on the national survey conducted by Publicus Asia.

The CSC, in a statement on April 12, said it placed 9th in both categories — which shows the public's confidence in the agency's plans and programs to enhance efficient and effective human resource administration within the government.
The survey "Pahayag 2024 First Quarter Survey," gathered responses from 1,500 people nationwide and was conducted on March 14 to 18.
CSC Chairperson Karlo Nograles expressed his gratitude for the trust and approval given by the public and noted that it would serve as “inspiration for their commitment to providing quality services and programs to their fellow countrymen.”
In addition to their high ratings in public opinion, the commission also made significant strides in the implementation of its flagship program — Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
The survey said it has seen improvements in the maturity level of human resource HR practices, systems, and competencies of 722 out of 3,401 agencies nationwide since 2022.
In the year 2023, the commission administered four eligibility examinations, including the Civil Service Examination - Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels and the Basic Competency on Local Treasury Exam (BCLTE).
In the same year, CSC honored Bangko Sentral ng Pilipinas (BSP) with a Gold Award for attaining Maturity Level 4 or Strategic HR in its four core areas of HR management.
Meanwhile, 689 agencies received the Bronze Award for achieving a process-defined system.
It added that one of the major policies promulgated by the CSC is the Implementing Rules and Regulation on the Grant of Night Shift Differential Pay (NSDP), which is an additional pay granted to qualified government employees who work during graveyard shifts or between 6 p.m. and 6 a.m.
Other major accomplishments include the full implementation of the Civil Service Eligibility Verification System (CSEVS) and the launch of the CSC-Learning Management System (LMS).
These initiatives have streamlined the process of eligibility verification and authentication, as well as providing a one-stop-shop for public servants wishing to enhance their leadership and HR management skills.
With all the trust given by the public, Nograles then vowed to remain steadfast in doing the commission’s work “effectively and efficiently.”
